I can't remember if the story was completed

While the protagonist was expecting to have magical powers (I think), it may just have been an advanced mental trait like telepathy.

The government collected up a group with similar talents. I think they were taken to a bunker somewhere.

Some kind of war, which was why the protagonist and the rest of the group were rounded up.

The protagonists change to a Fox was unexpected as was the change in gender it was later that she found she was a Kitsune, and a powerful one.

Wile typing this I seem to remember the author, was doing a rewrite and took postings down from where they had been posted.

You may be getting a couple different stories mixed together I think?

The later part of what you describe sounds very much like "A Little Fox Tale" by Kaho Nakamura. The story followed an American (I believe) sailor in the military who's ship was in port at a base in Japan. They were getting a minor refit of some type done to the ship which allowed for some extended shore leave time. Our sailor hero took off to do some traveling and sight-seeing in Japan provinces. In the process of visiting a cherry blossom garden saved a fox from some dogs which turned out to be a Kitsune. In return as a gift, and in the tradition of Kitsune trick-playing, transforms him into a female Kitsune herself. The story follows the newly birthed Kit as she is adopted into a Kitsune family. It was never really finished IMO.

That was taken down from this site a while back and she opened up her own website for it where she did indeed start a re-write of it on fox-tales.net. The re-write changed the story origins a bit, and did not get nearly as far as the original story did. Sadly even that site is now invalid as well.

Hope that is what you are thinking of.

I do remember the story but not who the author was. They were trying to prepare against an invasion (if I remember correctly from another world), and they had a way of triggering "the mutation" in order to maximize power and create a force ready to repel the invaders. After missing and becoming stable, they moved to an out of the way old plantation home where they could start training and preparing themselves... Haven't run into a continuation of the story. But you are correct the main character turned into a powerful Kitsune priestess.

and isn't there a council of Kitsune too?

The council is one of my favorite parts of both books actually :)

I had been looking for "A Little Fox Tale" by Kaho Nakamura, and I had saved it from the point where I had reached to where it ended.

but there is one more (if it isn't the same one) that was posted here in the past year.

In it a council of kitsune insisted that a powerful kitsune bind her niece in a spell that turns her into a human male. The story starts when "he" is fiddling with cars in the high schools auto shop and the colony is attacked by space ships. He winds up on a damaged passenger ship leaving the solar system but with the spell broken, so that he is now a female teen age kitsune. It was a great story.
