Bottom One...

...I think. The top one might be slightly misleading, since your protagonist does pass for most of the story. I'd guess that anyone buying on the basis of that picture would be looking for flamboyant adventures of a drag queen.

I'm guessing (without really looking) that the bottom one's relatively generic as TG stories go. But I think it's truer to the story, and there's no esthetic problem there (IMO; visual art's not my strong point).

Hmmm...a grinning idiot in a wig he picked up from a charity shop or an androgynous blonde temptress?

I have no idea which of these I'd feel happier about plucking from the shelves and parting with good money for.

Katie, which one you choose is of course ultimately your choice, but personally, I would go with the second one. The first just does not go with the story. At least the second does look reasonable feminine, although some could make the argument that the picture is that of a man. The first one leaves no doubt, it is a picture of a man, and that is not what the story is about. Please go with the second, or perhaps something that really leaves the reader wondering if the picture is one of a woman, or of a man. I have heard it said, if onlookers are confused and unable to make up their minds, then we crossdressers or transgenders have made it much easier for someone else to be out in public. Once again, I say neigh on the first picture.

Who needs enemies when you have friends like that? The second one is better but neither of them are really appropriate.

The first on is really bad, the second, well, the person in the picture isn't really trying. We tend to try very hard indeed.
