Belle Époque - Comedy-Drama 1992 from Spain. (Best Picture - Foreign Film Academy Awards) The clip I believe is dubbed into Russian.

The girl is Violetta, a lesbian, played by Ariadna Gil, a Spanish actress who also played the mother of the girl in Pan's Labyrinth, and she is the partner of Viggo Mortensen. The young man in the picture ends up with her character's sister, played by Penelope Cruz.

Of "Some Like It Hot". Maybe it's that "deer in the headlights" look as "she" is getting ravished.

Definitely Russian, or a close 'dialect'.

I could only catch a few words. During the lipstick scene the soldier called the Lady beautiful (kraseevaya). When encouraging the Lady up the ladder, the soldier used a thou-form imperative verb (davai).

Thou form (for close friends, children) is pretty much lost in American English. It might survive in some communities (Quaker, Amish, Wiccan), and in the Wedding Vows: "With this ring, I thee wed.")
