Is there a way to find out if someone is still checking into the site on occasion, or to see the most recent time they were here?
I had thought the track page was it before finding out differently very recently. (Thanks, Penny.) And as I hope everyone knows by now, the "Last Login" date and time on the member page is a date and time that the viewer checked in, not the member.
Is there something I haven't found, or am I out of luck?

The last login date, only shows YOUR last login, IF the user hasn't logged in since we moved to Drupal7.
IT's a database field that didn't exist before then, and instead of showing N/A or something like that, the default action for the variable, is to show your own login date/time. That's engineering brilliance at work there.
It's been on my virtual todo list to write a fix for this, but I just haven't had time with everything else going on, but I will make a note of it on my ACTUAL todo list :)
