I'm looking for two Science Fiction books that I read "about" 20 years ago. I can not remember if one of the characters was TG or anything.

In the story was a character who had a machine something like a spinning wheel in which they cut the spools of time and spliced it, thus altering time.

Does this ring a bell with anyone?

Great series of books

"Bearing an Hourglass" is the title of the book in the series you are thinking about. Although in the book Norton, the new incarnation of time, used an hourglass to travel through time.

We the willing, led by the unsure. Have been doing so much with so little for so long,

Possibly the Imager series

It sounds something like the Imager series by Modesitt, but the series is only about 9 years old.

There's also Thief of Time by Terry Pratchett, where the Time Monks stored time on spinning drums, spools, and spindles, to be spun in and out to make sure that time flows properly.

The time monks are the ony thing that goes back that far I'd say. I think that was part of his most inventive period.

I think what happened is that

I think what happened is that it took about 8 books or so before I really started to solidify the Discworld universe. As an introduction, I usually recommend people pick up 'Guards! Guards!'. From that point on, it was pretty solid. Before that, things were much more fluid and off the cuff.

I got an interesting reaction from him at a book signing in Houston, when I set down my books. Eyebrows raised, and he asked where I got them. My answer was "Mostly Smith books in Ottawa". (British covers)

Elizabeth Hayden

From the description I would guess that this is Elizabeth Hayden's Rhapsody series. First book is Rhapsody, second Prophecy, third Destiny.
The Time Editor makes its appearance in the first sentence.
