They would have been BRAND NEW, and probably not too popular, but in 1986 Pleasant Rowland founded Pleasant Company, and started offering the original collection of American Girl dolls for sale via Mail Order. OK, American Girls ...

American Girl might get be a birthday gift in 1986...Marion (nee Mark) by 1986 will be mostly a girl, but at school, she (as a boy) will be bullied... My dad said that at his high school (he went to a boy's boarding school) he had two classmates who wore girl's clothes at time...dad told me one is a female impersonator, the other is trans...

Marion might be homeschooled ...along with her siblings...in a few years....

Sindy is a British doll that outsold the Barbie brand in the UK in the 60's and 70's. In is only in recent decades has Barbie finally overtaken it.

According to Wikipedia, it was released in the US in 1978 but the company marketing it went bankrupt in 1980 and it was withdrawn from the American market. Therefore, availability of Sindy dolls in the US by 1984 would be debatable. Unless you were buying from a shop that has old stock, or getting it mail order from the UK, chances of buying new might not have been very high. However, if you are buying a second hand doll from a shop or yard sale, then you might have come across one.

There were plenty of baby dolls in toy stores at that time.
Sadly, you're just a little too early for Jem or She-Ra. You could get Rainbow Brite, though.
The only girls on the GI Joe team at that point were Scarlett and Cover Girl, if you want female characters in toys aimed at boys.

Scarlett and Cover Girl GI Joe characters?? Cool...Maybe, Mike and Myles will get them from their mom...(Dad might flip, though :-) )
