...transgender and intersex people in Illinois could correct their birth certificate if they receive a declaration by a physician stating they have "undergone treatment that is clinically appropriate for that individual for the purpose of gender transition, based on contemporary medical standards, or that the individual has an intersex condition,"

why is that only "a start" that is the most i have seen any

state government do, same as the federal. allowing just a legal letter (for social security and passport, it has to be an MD, on legal letterhead, and has to have the statement that under penalty of perjury what they are saying is true) and get marker changed. if you are in a state that does NOT allow the birth certificate, just do social security, and passport card (its cheaper than the book) then you should be able to get your drivers license changed. Arizona does NOT allow the birth certificate to be changed without the surgery but i and several others, including one i know was born here have done it, so drivers license, social security card and pass port are all you need for work identification, etc

It's a start because

It's a start because currently Illinois requires surgery to change a birth certificate, and this is just a House Bill, it still needs to pass, and a Senate Bill needs to pass, and the Governor needs to sign it. And with the really messed up way the Illinois Legislature (doesn't) work, only the Speaker of House can call for a vote on a Bill, no one else. So there are pieces of legislation that just sit, because they were proposed by a member of the other Party or the sponsor of the Bill is the Speaker's shit list.
