Is for princesses and princes. Charles, Anne, Andrew and Edward are HRH, as is Philip. Diana and Sarah were HRH till divorce. The term is used to separate non-royal nobles from royals with extra titles. So...

Her Highness Sarah, Duchess of York (ex royal)
