Is for princesses and princes. Charles, Anne, Andrew and Edward are HRH, as is Philip. Diana and Sarah were HRH till divorce. The term is used to separate non-royal nobles from royals with extra titles. So...

Her Majesty Queen Elizabeth (etc)
HRH Prince Charles, Prince of Wales.
HRH Prince Andrew, Duke of York. (royal)
Her Highness Sarah, Duchess of York (ex royal)
His Grace the Duke of Devonshire (non-royal)

Before 1947 Lizzie's dad was His Imperial Majesty George
