At present, your ability to PM people is not enabled. However, take heart, you will be able to do so after a period of time which is not all that long.
I'm confused...
As much as I hate to be that person that chimes in and says 'not so'! Personal messages are in fact possible at this moment. All one needs to do is click on someone's profile and click the link that says "Send this user a private message" at the bottom of the page or click on the "My Messages" button on the side menu.

I feel I need to apologize when I initially read your post I read it much differently and for some reason I got it into my head that you were saying that personal messageing for everyone was disabled not just new users. Once again, I've made myself look the fool.
