Mostly, that's a DNS restriction. If you change your DNS servers to say, Google's public DNS (8.8.8.8), you'll be able to reach the sites.

I found a full proof way
There is the privacy browser that i found that is recomended by security experts, its called Epic Browser.
it gives you the ability to route your web traffic through a network proxy, when i was at the hospital it gave me a way through there traffic monitors.
