So far I haven't seen any websites don black clothing as they did in protest at SOPA; while given the number of prominent sites that use load balancing / redirection across servers scattered across the globe, performing an effective DDoS (one of Anonymous' usual modus operandi) with no specific target will be very hard (I'd go as far as to say not too far removed from impossible). I think there's been less coverage of the Bill than SOPA (I don't recall reading anything about it on UK-based media sources), so while a very small percentage of 'net users may refrain from using it today, I doubt there'll be a significant reduction in global 'net traffic.
