If I had to guess,
it's an anti-bot measure.
Bots likely populate any text fields with the text they've been programmed to put in there (for instance, spamvertising). If there's text in the field, it's likely someone we don't want posting anyway.
Yup
You probably only saw that field because of a failure loading the CSS since it is normally only visible to bots.
