The number you quoted is on one of the mobile networks. Could be located anywhere within UK.

The only help I can give is

The only help I can give is that the 44 bit is the international dialling code for the UK but you probably already knew that. The next bit starting with a seven suggest a mobile (or cell to our American friends) phone but I can't be sure as it may be a premium rate or free call number, there are a lot about.

Not a mobile/cell phone

+44 7 are normally mobile phones. +44 70 can be "other". In this case that prefix resolves to "UK Personal Numbering" at 64 pence a minute according to one site I've checked ( https://www.voiptalk.org/products/view-tariff.php#standard )

I sometimes think people sneak those in as most people assume anything starting with a 7 is a mobile phone, but they're effectively premium rate numbers.

Following other comments I did a little more research, rather than rely on memory.

Numbers beginning with 070 may look like mobile numbers but they are different and can be more expensive.
They are used to divert calls to another phone number.

How much do they cost? Typically between 4p and 65p per minute from landline (often also including a call set-up fee, sometimes of up to 51p). From a mobile phone, calls may cost between 30p and £1.50 per minute.

The above pricing applies within the UK, no idea how international call charges are calculated.

All codes +44 1, +44 2 or +44 3 are normal charge.

1 <- Country Code for BOTH Canada and the US.
xxx <-3 digit area code, specifies a particular region, for myself, 604 or 778 are both area codes.
nnn-nnnn The actual number, this used to be broken into 2 sections where the first 3 digits specified the municipality, the last 4 the particular address. with the addition of cellular [ mobile ] phones and the "keep the same number when you move" that has been lost.

toll free numbers are one of 1 800 -nnn-nnnn or 1 888 nnn-nnnn
they can be international [ global ] or just same country in are that is toll free.

the biggest premium toll number exchange here is 1 976 nnn-nnnn [ with cost going as high as $4.99 a minute ] long distance charges on top if you are not local.

for North American numbers to be use for fiction, the 555 exchange is the one, for a fictional Vancouver BC number then: 1 604 555 2345 or 1 778 555 2345
for the rest of BC, use 250 as the area code.
( and yes, to call my friends locally it is 1 604 nnn-nnnn because of the 2 area codes in use )

cell numbers or landline/voip numbers are not clearly identified at all by the number sequence, you never know if it is a cell or home phone you are calling.
