Upset kids?
In most states in the US this is Felony Hit-and-Run with Bodily Injury or the equivalent. I don't know UK law on vehicle accidents but I can't imagine it is much more lenient. Wonder how upset the kids are going to be when Mum is sent to prison, put under house arrest, restricted from driving, or fined the cost of several automobiles?

ONE side of the story???
Yes Taron was hit by a car.
Yes Taron was abandoned, injured on the side of the road.
BUT, no-one has talked about the few minutes BEFORE the 'accident'. Here was a 17 year-old riding his bicycle, in traffic, during rush-hour. I have a few concerns? Was he abiding by all the rules of the road. Was he polite to the driver of that silver Ford? Did he set a good example to the children, who were supposedly also in the car?
Now, before you lynch me right along side of the silver Ford's occupants, I'm DEFINITELY NOT saying that any of Taron's possible pre-collision actions in any way detract from the vehicle's occupant's responsibility to render WHATEVER aid Taron might have needed AFTER the 'accident'. I'm simply suggestion there are ALWAYS two sides to any story and we have only seen one side so far.

Likely None of Those Circumstances Matter
It all comes down to leaving the scene of an injury accident in which they were involved. It's probably a felony for the driver (Heck it's a felony here in "you're mostly on your own" Texas). Between CCTV, likely damage to the car, witnesses coming forward, the children unable to keep quiet, the driver will be identified and will be deep in it.
Stella would have stopped and rendered aide. No question in my mind about that.

Behavior prior to the accident has no bearing on actions taken after the accident. It may turn out that the vehicle driver in no way caused the accident, and the cyclist was 100% at fault. But the driver left the scene of an injury accident. I can't speak to laws in the UK, but in every one of the fifty states in the U.S. that is a felony, and a serious one at that. If I had a green light or right-of-way and a cyclist rode straight out in front of me, the fault lies totally on the cyclist for the accident. But if I left the scene of the accident afterwards, especially an injury accident, then the shit hammer will descend on me with great force. No matter who or what the cause of the accident, leaving the scene occured afterwards and is treated separetely.

It is an offence in the United Kingdom to leave an accident without at least exchanging details. When there is an injury the police should be involved. Certainly hope the police apprehend the driver quickly.

UK has roughly the same laws as US in this.
In any accident involving motor vehicles, drivers details and insurance information must be exchanged. Any accident involving injury MUST be reported to the police and assistance rendered to any injured party (Usually rendering first aid if serious and calling the ambulance.)
